I noticed on the rankings there is a red line separating 1-16 from 17 and below. Do Only top 16 make the playoffs or will everyone make it and the bracket will be a 32 team with a bunch of 'byes' like basketball was?

With the exception of Class C, those red lines are based on the handbook. The handbook actually says 32 for Class C, but based on the brackets from previous season they only do 16.
Looks like I need to add the line to Division II which is only 16 as well.

Brackets for public are designated 32 teams and will be as close to 32 as they can get. The bracket tree they use is set up for 32 teams and the byes will be handed out in order to fit the 32 team bracket. Select brackets are designated 16 teams and they will get as close to 16 as possible and byes will be handed out to fit a 16 team bracket. Class 2A and 1A have a lot more select schools than the other Classes and 5A, 4A, and 3A have a bit more public schools so the brackets won't be uniform across the Classes and get pretty confusing.
